The National Office of Copyright (DNDA) authorized, through Provision No. 3/2026, CADRA (Argentine Reprographic Rights Center) to operate as a collective management organization for copyright and related rights, within the framework of the new regime in force in Argentina.
This decision is part of a broader regulatory reform process that began in 2024, when the government eliminated the framework that had granted CADRA an exclusive role in the management of reprographic rights.
From an Exclusive Regime to an Open Collective Management System
In November 2024, the government repealed Decree No. 736/2023, which had granted CADRA exclusivity over the management of reprographic rights, with the aim of promoting competition.
The new framework—further developed by Decree No. 138/2025 and Resolution No. 536/2025—establishes that collective management may only be carried out by authorized entities, without exclusivity, and subject to enhanced standards of oversight and transparency.
Scope of the Authorization
Provision No. 3/2026, published on April 1, 2026 in the Argentine Official Gazette, incorporates CADRA into the Register of Collective Management Organizations for Copyright and Related Rights, authorizing it to represent rights holders in connection with:
- literary and scientific works
- periodical publications
- illustrations
- photographic works
This includes rights of reprographic reproduction, making available, and any other remuneration rights granted by mandate, on behalf of authors, publishers, photographers, and illustrators.
The new regime also requires collective management organizations to maintain an updated, publicly accessible online repertoire of the works they manage.
